Feature similar to the vBulletin's notices manager

Hi,
I wanted to have something like the vBulletin's notification manager where you can send notifications to a set of users , based on certain criteria ( eg. user belongs to a group, user has posted to a specific board , etc ).  This is possible in vBulletin's notices manager but I could not find an equivalent functionality in SMF ?( see attachment)  Is there a mod to do this ?
