[Help] Cover Images On Profile

I make new profile look like this



now interest me that i can make that users can themselves to upload a picture instead of this existing, like on facebook, and whether it can ever be done?

tbh I have been thinking of doing this myself, best idea I had was modifying the Profile Picture feature in Ultimate Profile mod to suit my needs, maybe you can get it working if so let us know how you did it.
