Page don't display corectly

I just installed SMF on Xampp but when i finished installing and page begin loading to redirect me on the page this bug come:

CSS hasn't loaded. Refresh page. Check all files are present in the right directories.

I Cheked directory evetything is corect but it's still same page display.
P.S. How to load CSS

Well if all files are present and accounted for, the CSS should load itself. Sometimes (not always) it goes a bit funny when a site is first installed, but a refresh usually cleans it up.

If it's still borked, try overwriting the Themes folder with a fresh copy taken straight from the install pack.
