It's not entirely clear. It appears to be based on another theme possibly, but the site owner has renamed the theme to GURUSCODEDBLUETHEME. Also, the copyright for SMF is no longer there which doesn't really mean much in regards to this question. It's certainly very Nigerian in nature, this theme.
