I know this is a old topic.

I was using ConText or DevPHP, my memory is bad but it looks like the DevPHP died around the time I quit coding.

Now after searching for another good IDE, I just started using AptanaStudio and it looks like to be good.

Visual Studio Code (not the full visual studio) or more commonly known as Vscode is my new go to. And its free ;)
