Paid/sponsored topics

I run a cosplay forum and I need a way for members to post topics for costume commissions and whatnot. I don't need to be able to handle transactions on my end (they can handle that themselves over email and paypal) but I do want a way for them to list their services.

Problem is that I want to restrict this ability to a pay-per-topic sort of thing, preferably with an expiration date too, like "$X/topic for 90 days". Are there any mods out there that can do something like this, or would this have to be done manually, ie. a user sends me money and I put them in the usergroup that lets them post in the classifieds forum?
