I need mod to block MultiAccounters and Proxy users

I need it to find multiaccounters, and then BAN them with configurable reason, or find Proxies and ban them until they turn proxy off.

Permissions
Unbanning users banned by this mod. (optional)

Feature Set
I need one field called "Multiaccounting Ban reason:", Proxy ban reason one anywhere, and one permission, but optional.

And, can anyone tell me about auto duplicate remover?
