How can I move the Quick Reply box?

Hey everyone, was wondering how I can move the Quick Reply box under the last post of the topic.




Here's a pic, I want to move the quick reply box (red outline) into the blue line



Is there a way I can do this on the php template? Or if theres a mod for it? Thanks!

One quick question, is there a way I can edit the text? Here's a pic. I was wondering if I can edit the one that's highlighted on the pic. I was thinking about putting my own words in there.
