I'm having trouble aligning this

Hey everyone, I'm trying to align this but I'm having a hard time.

I want to move the quote, modify, remove, etc buttons up the blue line I drew, to align it with the Reply Number. Is there a way? Thanks

Changed the margin-top on the css. Can't remember exactly which one.
