How to disable the No Avatar?
and ask people to use the (no pic) instead in Choose avatar from gallery?

Oh dear.

You *really* shouldn't use the /avatars/ folder to store user-uploaded avatars in because things *will* break if you do.

Also, removing the no-avatar option is problematic in other respects (it's not so bad removing it if it's the only option but changing the code to support it otherwise is awkward)

What I am trying to do is to prevent people from getting "no avatar",
even if I installed mods (i tried quite a few of them) to set a default avatar for people who have no picture,
places like Buddy list or other things will also show no avatar at all.

In which case surely you just want the default avatar mod so it sets a default that does appear instead? You can't make people choose something.

I tried those default avatar mods,
but not all places in the forum show their default image, like Profile->Show Buddies

The default buddy list is intentionally not going to show avatars because it's just a list. If you added a mod to that effect, that's the mod's problem.

Since that's not a standard feature, you'll have to take it up with the mod authors.

You should look into requiring it on registration, that will severely cut it down. There's a mod for that. I do the same thing on my forum, it's a design choice.

Also you might wish to do a default avatar. That looks like it might be one of those custom profile mods maybe? You'll have to edit that separately. I'll look into removing that option when I get home and let you know how I go . Keep in mind though that people can link to a 1px transparent avatar to get around it so watch out for those idiots and if needed remove their profile editing perms until they play nice.

He has a default avatar mod except whatever he's using for that list of buddies (which isn't standard) doesn't support it.
