How FORCE members to read (well - at least VISIT page before access to Board)

I have a board with restricted member access - works great as intended
I have a special web page of NEW info I want them all to read at least once
(yes - I can force them to the water - but not make them drink)
before they can visit the existing  Board they have already been to many times before
the owner - does not think a Sticky is forceful enough

I DID find this

I guess I can change the target from Blank to self? to keep reader on same page ??

I was going to CHANGE THE NAME OF THE EXISTING BOARD to something not obvious
then make a new board with old name
then new board has ONE topic - locked
that say - " . . . . click here to continue - with a hyper link to external page . . 
and that external page has a link on the bottom of the NEWS page
that brings members back to new Board (which is old board name with new name)

any other Ideas?

hence my ref: to water and horse  :P
but these are top members who THIRST for these info type page
my task is mostly to make sure they know the page even exits
eg = many glaze over normal sticky posts

thanks to all for suggestions
solution (for us)
took the target board and moved to a little visited area on the whole system
and made a new board with almost identical name and put in the same place as OLD board
then new board had just one locked sticky read only topic / with an internal link to old board on the bottom of the long read
ergo
even if they did not actually READ the post
they have to at lease scroll to bottom to find the link back to the original target board

This mod is to open redirect boards in new tab. Not to force people to a page.

You can use it to redirect to a rules page, sure.
But, you can't set it to force them to it before they make a post. ;)

Hm no. This mod made by K@ is the one I have installed on my forum and works correctly --> http://custom.simplemachines.org/mods/index.php?mod=2666 allowing an admin to set a redirection topic. But it works only after the registration.

Sounds like you want them to agree to some sorta contract.  Isn't the net becoming too much like a business anyways?
