Trying to create a "Read Only" board for all members

Evening,

I'm running 1.1.19 and looking to see if it is possible to create a "Read Only" board that allows all members to post new topics, but no replies allowed.  I.E. Topics only board.  Want to create a want list board, but don't need all the goofballs to reply under the original posts.  Is that possible?

admin -> permissions -> settings enable advanced by-board permissions save the page

look for the permissions by board tab, change the board to local [click local]

now set your permissions how you wish for that board for all groups.
