Search missing topics/not global?

The search on my forum doesn't seem to do a very good job. It misses threads periodically. I think it might be that that the global search might actually be forum specific, but I'm not sure.

When inside a topic:
http://seahorsetalk.fusedjaw.com/index.php/topic,429.html

If I search for blue, I get 0 results. Is it only searching that topic?

If I search for blue on the main page, it works correctly.

If I search in a forum, http://seahorsetalk.fusedjaw.com/index.php/board,5.0.html
It give some results.

So I am guessing something is messed up. I have customized the theme, and I think I broke it, but I'll be damned if I know how to fix it. Advice, suggestions appreciated.

If you are inside a topic, the quick search form at the top of the page searches only that topic.
If you are inside a board, the quick search form at the top of the page searches only that board.
Elsewhere it searches the entire forum.
