I know this has been posted beforebut I am getting this problem because my server was upgraded to  PHP 5.4 and MySQL 5.6.
I contacted my host and they told me Quote:

"It looks as if your databases were uses a pre 4.1 MySQL password which is causing most of your problems. If you go in to cPanel, MySQL databases and then re-save the password for the MySQL user, even if the same one - this will resolve the database connection issue."
"You'll need to use the original password set for the database and then save it again for the database user assigned to the database in question."

but it doesnt ask for a password in Cpanel only the option to change it,
I run test php and the result was

Warning: mysql_connect(): Access denied for user 'b303ab_smf1'@'localhost' (using password: NO) in /home/b303ab/public_html/onlineforum/test.php on line 12
Access denied for user 'b303ab_smf1'@'localhost' (using password: NO)

If anyone can help I would be gratefull

Looking

Have you tried just deleting the user and adding it back? Or changing it and then updating it in SMF using repair tools?
