How to integrate SMF with simple html template?

Hi ppl, I'm trying to solve this problem to pass my exam. All I need is to integrate simple html header (its simple navbar with few links, as shown on screen shot) above the SMForum ---> ...

I have tried everything what daniel15 and unknown wrote... (Integrating Your Site and Forum - Visually) but never done that, always getting "can't load template 'site_above'".
Working on xampp (localhost), SMF 2.0.8, default theme (curve)...
I saw that many ppl (probably newbies) didn't done this tutorial. So, if someone help me to solve this I'll make video tutorial and set u free of this "integration" question...
