Email Activation Message not being Sent!

Email Activation Message not being Sent! am not receiving any type of email from this app.
I have tried different configs ie php and smtp checked spam folder and bulk   nothing being received
this is being served on godaddy.  tech support put a php file in the directory and tested php mail it did successfully go out with there script.
any ideas!

ps I have also tried the test script in the FAQ's  the test works but the forum script doesn't generate any emails

Do you have the webmaster email address properly configured with an email address on your domain?

yes I do have them configured
I have also looked at the error log and nothing is listed there
I have also uninstalled and reinstalled twice with same result

Are you using php mail or SMTP?

right now its set for php but I have tried both

I have upgraded to SMF 2.0.8 and the php is 5.3
it shows the 5.4 is available for upgrade but could cause problems.

is there any info on this could this fix this problem
