Hi. I have a forum with about 700000 posts. The maximum simultaneous users online is +- 100.

The forum stays down sometimes because of too many entry processes. What can be causing this?

Looks like he's actually on shared hosting, with CloudLinux. Or he got cloudlinux on a vps/dedicated and its never been configured. (Then again, cloudlinux for a single site is... Well, a bit useless.)

If you're indeed on shared hosting, and I do get the feeling that you are, then you should ask the host to give you more processes.
Chances are they will deny it or make you pay more; but if you're lucky they will raise it for ya. :)
With only 100 users online I do think you're running out a bit quickly... :/
