The notes say it's been merged, but this is a fairly nasty bug with APC and dynamic declaration Strikes me that potentially it could affect 2.1 if not patched properly.

Yep, like I said its unclear if it was really fixed though.  I am going to attempt to test it, but don't know if it will give us any good results.
