Database Backup Screen Inactive

During the upgrade process, the screen that shows up if one wishes to backup the database, fails to display progress.  It appears that nothing is happening because there is no active progress meter and the elapsed time shows nothing unless the page is refreshed.

Further, the continue button is inactive as well.

It looks like you don't have all the files uploaded correctly. As your screen shows it missing images/css

Are you sure that is part of the upgrade files?

It looks like you are missing files.Your page shouldn't look like the screenshot you have posted.
