Global moderators register users?

Is there a way to make Global Moderators be able to register users? I have registration disabled

Not without create a separate interface for it. IIRC that requires the "admin_members" permission, which allows many other user-related options

Yup that one is controlled by the "moderate forum members" permission. But if you want to let them create members, presumably there's also an element of letting them police members too.
