Can't get attachment from posts to upload

Fixed permissions on attachments folder, get this:

Cannot access attachments upload path!

What did I miss?

it would seem that
a) you have your attachments path incorrect
b) you have placed your attachments path outside of your webroot/web-accessible directories
c) your permissions are not actually correct.
