Messages of the week mod (Upvote/Downvote)

I'm sure that you know the mod that lets you upvote or downvote in a topic (http://i.imgur.com/6877LCy.png [nofollow])

There's another mod called "Messages of the week" that displays the most voted topics in the current week (http://i.imgur.com/DRLDGPS.png). [nofollow]

My question: Is there a way to make it so that locked topics don't go to "Messages of the Week"?
