Newbie seeing Moderate page

How about you stop trying to second guess what I'm asking for and provide what I'm actually asking for? More permissions than the obvious one give access to the moderation center, which is why I'm asking what permissions are actually being given to the user, not what you think is being given to the user.

I know SMF better than almost anyone else and if you don't provide me what I need to know, I cannot help you - and if I can't help you, it seems unlikely anyone else can. These 64,000 posts and the tens of thousands of lines of SMF code I've worked on aren't just for show.

Have an look at the images, list of Permissions that this members has.

As shown in the images, The links work and they see it. I don't know if the other members group can see it as I only have one member in Newbie group.  See images in Attachments

This is extremely weird, because that shouldn't happen with the permissions you have. None of the permissions added by mods should change the moderation centre either - and the usual cause is a messed up post count group.

There's also no extra groups attached to that user.

They're not board moderators or anything like that, are they?

it is one hidden permission, in the files that are located on the server. Maybe you like to have an look for me. What files you want me to upload so that you can check

You realise that the reason I asked you to show me the list of permissions for that user was specifically to rule this out, right?

So from your second screenshot, you have a user in the Global Moderator group and the Newbie group - this would give them access.

Is it all newbies or just one specific newbie?

Because to be honest everything you've told me and tried to second-guess what I'm asking you has made this *very* frustrating to diagnose and is why I left this topic for a bit of time until I had some time to re-read it and see if anything came to mind.

I have one Global Moderator and he is an newbie as well with only 5 posts. Other members are just newbie's with no other member-group Just the post counts group. and they see the Moderate pages, they don't see any currently logs or reports, it shows up blank. for the Global Moderator they see the full logs and reports

As evidenced by your own screenshots this is not the case Every member is always in at least two groups, a primary group (or Registered Members if no assigned primary group) and their post count group.

And based on this comment:

well... the error is clearly due to one of the stafflist mods which was not correctly installed... and you will have to ask for help with that mod in the support topic for that mod.

Please do not confuse a thread in which you request help with one thing by posting unrelated things.

Regarding your actual question...
You seem to be contradicting yourself and confusing matters

1- How many users can see the mod center? (all?)
2- You said, many members can SEE the mod center, but only the global mod can actually see information inside the mod center links?

if 2 is correct, then you have CLEARLY made some mistake in modding your site

Does not fix the problem, but at less that members no longer see it, Is there away to remove the button and that the Admin and Mod still can see it.

there is no bad permissions in my settings, I had it checked over many times, there is no errors there.

Most of the mods I have installed are installed with no errors apart from 2 or 3 where I added the code from using Package Parser

Login Security mod can be found here http://custom.simplemachines.org/mods/index.php?mod=2181 And tapatalk has fixed there errors, I only had it installed from late December 2014 and had 1 update, that was about an month ago

Registered a new user belonging too Regular Members and Newbie. Enabled Deny permissions, denied access to moderation centre on Regular Members as well as denying a few more for good measure and my test user could still see the moderation centre and use the features of it.

Defiantly one or more mods interfering with each other. Suggested to OP fresh files than install each of his mods one at a time, testing to see which one(s) are causing the issue.
