Newbie seeing Moderate page

As evidenced by your own screenshots this is not the case Every member is always in at least two groups, a primary group (or Registered Members if no assigned primary group) and their post count group.

And based on this comment:

well... the error is clearly due to one of the stafflist mods which was not correctly installed... and you will have to ask for help with that mod in the support topic for that mod.

Please do not confuse a thread in which you request help with one thing by posting unrelated things.

Regarding your actual question...
You seem to be contradicting yourself and confusing matters

1- How many users can see the mod center? (all?)
2- You said, many members can SEE the mod center, but only the global mod can actually see information inside the mod center links?

if 2 is correct, then you have CLEARLY made some mistake in modding your site

I had that install, and it was install with no errors, then I uninstalled it..

Does not fix the problem, but at less that members no longer see it, Is there away to remove the button and that the Admin and Mod still can see it.

The allow statement was correct as initially written.

Your issue, very clearly, has to do with either a broken mod which is granting people permsisions or bad permissions in Your own settings

there is no bad permissions in my settings, I had it checked over many times, there is no errors there.

Most of the mods I have installed are installed with no errors apart from 2 or 3 where I added the code from using Package Parser

I spent hours in every day and no luck apart from that simple little idea that I posted weeks ago on this thread.

I uploaded the subs.php that's where the error is, and you (SMF Team) would have an better understanding the code more then I. Feel free to take an long at the code

Didn't the tapatalk plugin have issues awhile back. Maybe not but I think I remember something about it awhile ago. Also, what is the login security mod. What is that for. ??

Login Security mod can be found here http://custom.simplemachines.org/mods/index.php?mod=2181 And tapatalk has fixed there errors, I only had it installed from late December 2014 and had 1 update, that was about an month ago
