Global Side Columns

I am aware of the Global Headers and Footers mod, and IMO it works very well allowing me to plug in HTML in 3 locations in the forum for news, additional menus, greetings, etc. 

I was wondering if there was a similar MOD that would allow for side a side column or columns to operate in a similar manner. I would like to add a list of site context reference links to external resources along one side of my forums.  This column on that site exists on the static home page, but most users go directly to the forums and are not aware of or have forgotten that reference list is on the home page.  I do use different themes, so I would prefer not to use a solution that does not requires manually editing each template.

A portal? Simple portal does that kinda thing, if I've understood.

I suspect others portals do, too.
