Does 2.1 have an "ad mod" that would facilitate a layout like this?

There is no ad mod yet for 2.1. I plan to be updating mine though for 2.1.

Do you have an earliest and latest availability estimate?

When ever 2.1 is an option to add to the modsite is when I will start looking into adding support for 2.1 I have already ported about 5 mods to 2.1 so far.
