how to add language template to create new theme ?

I am creating a new thema and I need to use new texts where I put them?

If you are creating a variation of the default them then adding them to index.english.php in the Languages folder should work.
If you are designing your own theme from scratch, I always add my own Languages folder and create a php file named ThemeStrings.english.php.
