Increase entire font size

Hi buddy,
I want to increase font size of entire community. Where and how can i do this?
I am talking about topics font size. Anyway to do so ?

You probably need to refresh your browser (CTRL+F5) to reload the CSS file.

I tried this but it is not working...

to explain things further, some hosts have a slight delay for css changes also you would need to reset the forum cache in Routine Maintenance.
