Impossible to change Title or other settings

I had to reinstall my forum on a new VPS. I have downloaded the zip package and ran the installation successfully but I can't change any settings.

I don't understand why.

You can't change the settings or you can change them but the save is ineffective?

Don't you have a warning about Settings.php isn't writable? A printscreen of the page would help

I have restarted the VPS and everything seems running fine...
