How to enable to show news fader to all?..

please anyone knows how to enable news feder to show everyone i mean even guest also
i tried to make news fades and try to make it show to every one but it only showing admin area not even members area
so please if some none knows how to proceed to enable that please tell me

by default the news is shown to everyone as it has no permissions related to it.
