Forum not allowing members to post

I should have caught on this sooner, but my own admin account is able to post items into the forum.

But it has come to my attention that other people can not.

And instead they get this message.

The last posting from your IP was less than 86400 seconds ago. Please try again later.

I loosely think this may be something to do with an attempt to update my forum a while back, which was ultimately unsuccessful.

admin -> posts and topics time required between posts from the same ip, make it something smaller like 10 seconds or so.

if you check your users ip addresses are they all the same address?
