Adding ViewPort Meta Tag On Theme

How can I add viewport meta tag to make Anecdotal 20g theme responsive.
I understand that the viewport Tag will not completely make a theme responsive but it can help fake theme and once google bots can see it as responsive my own case is setttled. A friend suggested this to me but dont know how to make it myself.
