Which file contains the text for the "registration disabled" message?

When registration is disabled, clicking on "register" takes one to a page that says:

An Error Has Occurred!

Sorry, registration is currently disabled.

Which file would I have to edit in order to change that particular text? I've looked in everything from the obvious register.php, to settings.php, admin.php, etc., and I can't discern which file actually dictates that text.

Well, I found the place to edit the text "Sorry, registration is currently disabled.", but not the place to edit the text "An Error Has Occurred!"

For reasons known only to the devs, the generic error message is in index.english.php, not Errors.english.php.

Go figure.

but that error message is used elsewhere, you change it for that page and it may look strange on other pages.

it is in that file so it can more easily be loaded on other pages without loading another language file.
