lang_dictionary in english utf-8 is not an ISO 639-x tag

IF you setup SMF as muli language site then you want the right tag for the "html lang=''.." part in the header.

The $txt[lang_dictionary] entry of the english utf8 file is the only one of the language files not holding the right default language tag (aka 'en')  (its 'english'). It should be 'en' or 'en_US' so that tag can used to give a dynamic multi language site the right tag.

is this only an issue for english utf-8 or all languages? if an issue for all languages then we can not change it as will break how the help page links to the wiki for other languages.
