Limit Smileys / Smilies / Emoticons in posts

Anyone know of a code tweak to limit the number of smileys a poster can include in a post?

We have a rule to limit them but it's ignored and moderation is harsh for such a small transgression.

I've searched for a mod to no avail.

I think I've asked this before too but for some reason it does not come up in searches.
