That's suspicious. If you're paying for a dedicated server, they need to restore your service level or give you a refund.

If you cannot access the forum, you can edit the Settings.php file directly and change the value of $db_persist from 1 to 0. If it's already 0, then you aren't using persistent connections.

Additionally, please don't post the same question on multiple topics or on solved topics. It makes it difficult to provide support.
