You file has lots of modifications. It seems to me that you are missing this line:

Code Select Expand

$context['menu_buttons'][$current_action]['active_button'] = true;
Below:

Code Select Expand

$current_action = 'moderate';

And this should really prevent your buttons to get the "active" property
