HELP Bringing People Together

I do not even know where to begin so I will hope that this is the appropriate place to start:

I have a site that may, in the future, be used by people to meet up with other locals in their area for a similar cause. I was considering making a post or board for each state and/or country but wasn't sure if anyone could suggest a mod or alternative to this idea since that could get messy. I did browse the mods but found nothing. i do not even know what to search for or if there is something that already exists under another name or category. Or an alternative to making boards. like a mod of some kind. My heart is set on nothing except bringing these people together without them having to make 1000 different posts. Thanks to anyone who can help.

You could have a parent board for general discussion, and child boards for specific areas.
