email not working

i've been googling or hours.  I've been browsing this forum all over.  This is amazingly unhelpful.  Here is my error:

Could not connect to SMTP host: 111 : Connection refused
: fsockopen() [<a href='function.fsockopen'>function.fsockopen</a>]: unable to connect to ssl://smtpout.secureserver.net:465 (Connection refused)

I've tried setting u a gmail account to use for the forum, those settings didn't work.  i've tried using hotmail, that didn't work.  i'm now using email from the same domain (using godaddy) i am hosting this forum on, and still can't get the settings to work.  Is there something i need to change in the actual php code somewhere to get this to work?  i'm at a loss as to how to fix this.

why the hell is this so hard to get working?  there are like, zero decent resources for this, at least for SMF 2.0.x.  I've looked through this but i'm not sure if open ssl is even enabled, because my php.ini doesn't have it at all.  Can no one help me figure this out?
