Some links redirect to forum index

Admin > Forum > Attachments & Avatars > Attachments Settings (or Avatar Settings) redirects me to the index of the forum.

http://url/admin/?area=manageattachments;sa=attachments
When I replace the ";' with an &, I can get to the settings page(s).  Any help in sourcing the issue here?

sounds like it may be mod_security. ask your host to disable it.

That was a quick response.  I disabled ModSecurity for this domain and that seemed to fix it. 

What are the ramifications of leaving it turned off?  Is there any way to turn it back on ...and whitelist whatever's triggering it?

in general mod_security is not needed if you are only running SMF. SMF cleans all of its input on it own...

Since we're never exactly sure what specific "rules" people have configured in mod_security, it's hard to tell specifically what is triggering the effect
