I have seen in some forums a new topic button in the top menu.

When triggered opens a window with the available forums for the new topic.

Have a chat in the forum often newbies don't know how to create a new topic. I believe a mod that allows this resource would make the forum more intuitive for beginners.

Easiest way is the drop down style like you posted.

My implementation is more complex in that SMF expects the category to be set when entering the posting page.
