When is it OK to revive an already-solved topic?

Is there a set of conditions that make it OK to bump/revive an already-solved (or otherwise dormant) topic?

technically, while "ontopic" the second example should have been split -- for no other reason other than the original topic is SOLVED.

The proper action from users is to open a new topic and REFERENCE a solved topic (with a link)
(especially since, 90% of the time, the issue is NOT actually "the same")

It's also important to keep in mind that responses will be slower if you're posting to an already-solved topic. The special tools on this site (you can join support helpers to see them) exclude solved topics from the list of topics needing support responses. You can still see the new posts on the board index, but the people using the tools will miss it.

Besides, if your problem is identical, the solution in the topic should fix the problem. If it does not, then the problem is probably not exactly the same.
