Alright, so I tried turning on Karma for a little bit on my forum, and it turned into a completely disaster. Idiots were giving random people negative points, and the good people suffered... so I had to turn it off. One person suggested this to me, and it sounds like a good idea:

Maybe there is a code I can add that serves as a "betrayal" system. If someone gives about 3 negatives in a row in about one hour, he is given a negative point, or something like that. Then, after an hour or so has passed, he can once again give negative points. Any chance I could implement this?

Thanks.

^ i only allow karma once every 24 hours.  It works.  No abuse.

But... this makes it so that people can only give one rating per PERSON per hour right? They can give as many ratings as they want, as long as they're to different members within the hour... at least that's what I saw.

No. It works on the basis that member A can aplaud member B once in 24 hours. But he/she can still aplaud member C if they wish to (then wait 24 hours before doing the same again).
