Suddenly Started Seeing "Maintenance Mode" Please help argent

Please help suddenly I started seeing "Maintenance Mode Okay faithful users...we're under going maintenance... forum will be back shortly !"
This is strange to me because I didn't initiate any maintenance and no way to access the admin area as any where I typed is showing same message above. Please what is going on and what can I do?

I have turned it ON using the tool.
However, I upgraded yesterday using normal way of upgrading as specified on SMF, I can't remember seeing this code below. I saw below code on my setting.php as the setting showed accessed minutes before the maintenance mode.

What does this mean

I have removed it, but wants to know if this review any sensitive data that might lead to hacking my forum in the future.

that is from the upgrade, the upgrade also puts your forum into maintenance mode.

and that stuff remaining suggests that the upgrade was never actually comepleted
