Cookie Ban

I've looked everywhere I can and it seems there is no mod for tracking banned users via cookies stored on their browser. Is it possible for someone to make a mod that can store a cookie on the browser of a banned user then flag new user accounts that were created with the same browser that has the unique cookie stored?

SMF sets such a cookie and has done for a number of years.

The fact it's absolutely trivial to work out (e.g. incognito mode in browsers) is why it's not effective any more.
