Points system with some technicalities

Is it possible somebody can create a points system which is manipulated by whether a members post is accepted by a mod or not in a particular board of choice being chosen by the administrator?

So to break it down:
A mod which
a) has an option for the admin to choose a specific board(s) for it to work on.
b) Applies a bar above all members posts within that board which has an option for moderators to accept or reject the post.
c) displays within the bar above all members posts (viewable to all members) whether the post has been accepted or rejected. (It does not need to take any action on a post after it has been accepted/rejected aside from simply displaying whether it had been accepted or rejected)
d) creates a points system which grants a point to each individual member every time that specific member has a post accepted by a moderator, and also deducts a point from each individual member every time that specific member has a post rejected by a moderator.
e) keeps a calculated log of each forum members points pertaining to this mod which will be displayed in each forum members mini-profile and main profile.
f) The name of the profile field for the points system be editable for the site admin.

Wow. Just realized how much that is!  ;D
If anybody would like to take on this task, I'd be very appreciative.

Reason for this mod: I have a site which consists of members voting on competitions between two competing members. Voters are to meet strict guidelines with their voting methods. If their votes are not acceptable, their votes will not be counted, and vise versa. The points system is meant for an awards/penalty system on how many votes were accepted/rejected for each individual forum member.
