Scrooling news at top of forum page

How do you make the news scroll.  Like I want it to flash welcome to blank.  Then I want it to read the discussion of Blank

Admin / Main / News & Newsletters can be used to edit the message/s. You can use bbc code to make it move/scroll.
And the Admin / Configuration / Current Theme has the fader for the display effects
