Hello;

This screen will be automatically displayed to GUests that have no access to see a specific board/forum or can't see the forum in general. You can see anythin related to board permissions here.

On the other hand, if you want to forbide the access to the whole forum for guests, navigate to: Admin > Configuration > Features and Options and uncheck the box next to "Allow guests to browse the forum". Then save the changes.
