Unable to log in as admin

When opening my forum as administrator and then attempting to open the Admin tab, I'm asked for my password.  When entering my password I get the following notification:

Incorrect string value: '''' for function inet_aton
File: C:\wamp64\www\TheForums\Sources\Subs.php
Line: 2653

Then, no matter which action I select I continue to get the same notification.

As can be seen, I'm running a localhost version for development work on my main site which uses SMF.

Any help would be appreciated since I've never had any problems before.
