a mod for a global annoucement ?

two things : first I'm french and I hope you will understand everything, and I also hope I am in the correct place to ask for a mod.

What do I need ? Something to make a SUPER-topic, not just sticky : I need that this topic could be seen in every sections and under-sections. The other way will be a news area in the top of the forum, where we can write global news for everyone.

Is there something that can be good for our forum ?
